About the desk

An information desk for cross-border administrative procedure

Access Capital Partners was set up to explain, in plain language, how the freedom to provide services works in practice across the internal market — and where administrative procedure most often trips providers up.

Why we exist

Companies and independent professionals who work across an internal EU border frequently encounter the same obstacle: not the substance of the service itself, but the administrative steps around it — which authority to notify, which form applies, and how long a decision may lawfully take.

We read the underlying legislation, together with the national administrative procedure acts (Verwaltungsgesetze) that member states apply to cross-border notifications, and summarise it here in accessible terms.

Our approach

Three principles guide what we publish

Source-first

Every explanation is traced back to a treaty article, directive, regulation or published national procedure.

Independent

We are not a law firm, tax adviser or paid consultancy. We do not sell packages, certifications or filing services.

Kept current

Administrative practice changes as member states update their procedures; we review and revise our pages accordingly.

Who reads this

Built for people who need the procedural picture first

Before instructing a lawyer, notary or administrative agent, most people simply want to understand the shape of the process. That is the gap this site fills.
